EPSO is an interinstitutional office responsible for selecting staff to work for all institutions and agencies of the European Union including the European Parliament, the Council, the European Commission, the Court of Justice, the Court of Auditors, the European External Action Service, the Economic and Social Committee, the Committee of the Regions, the European Data Protection Supervisor and the European Ombudsman. Each institution recruits staff from among the pool of successful candidates provided by EPSO.
Since it became operational in January 2003, EPSO has developed into a state-of-the-art, ever evolving selection hub for the EU institutions. To ensure that the EU institutions recruit the best candidates to work on the demanding challenges that Europe faces, EPSO keeps a constant eye on trends in the employment market, broadens its social networks and maintains regular contacts with international organisations such as the UN and the African Union to share best practice.
EPSO is at the forefront of candidate testing methods. In recent years, testing has moved away from knowledge-based exams to everyday work simulations that assess candidates' general competencies. These assessments are increasingly interactive and are always being refined. Notable recent innovations have been the introduction of a computer-based email test (e-tray) and remote video interviews.
This pursuit of excellence in the field of selection and EPSO's testing innovations has been recognised by testing bodies across the globe and EPSO regularly speaks at testing conferences. Indeed, EPSO is compliant with the ISO 10667 international standard for assessments in the workplace and, over the coming years, will strive to reduce further the time taken to run selection procedures.
Today, EPSO processes on average 50,000 applications a year for approximately 1,500 places. Testing is carried out in 24 languages – this is unique in the selection world. The large volume of applications that EPSO receives each year is testament to EPSO's well-regarded Employer Value Proposition that offers candidates a lifetime of different jobs, the opportunity to work abroad and interesting and challenging work that affects the lives of millions of EU citizens. In fact, according to the leading recruitment research institute Trendence Graduate Barometer, the EU institutions rank high among Europe's top 100 employers, and in 2015, the Belgian branch of the Dutch multinational human resource consulting firm Randstad Holding NV placed the European Commission – thanks to EPSO's branding initiatives - top of its employer rankings for that year.
EPSO also works closely with the institutions to improve the recruitment process for those who succeed in open competitions - making the entire system more transparent and user friendly.
